Wildlife
and urban waste

The growing presence of wildlife in urban and peri-urban areas is closely linked to the availability of organic waste in bins. Wild boar, wolves and foxes quickly learn to exploit this food source, bringing health risks, damage to urban furniture and civil liability for the municipality.

Health risk — Scattered waste increases the risk of spreading zoonotic diseases (trichinellosis, echinococcosis) in areas used daily by citizens.
Damage to urban furniture — Overturned, damaged or torn-out bins generate replacement costs and extraordinary collection work, entirely borne by the body.
Liability of the body — The municipality is liable for damage caused by wildlife in the event of failure to prevent it (established Italian Supreme Court case law, Civil Div. III).
Habituation and the pack — Once habituated to waste as a food source, animals pass the behaviour on to the whole family group, making the problem exponentially harder to manage.

Scent attraction

Organic waste gives off odours that wild animals can detect from hundreds of metres away. Wild boar and wolves locate them precisely even through non-sealed lids, even at night.

Structural forcing

Adult wild boar apply pushing forces above 150 kg with their snout. Standard bins are not designed for this resistance: they are overturned or opened with relative ease.

Habituation and the pack

Once they succeed in gaining access, the animals return systematically and teach the behaviour to the group. The area around the bin quickly becomes a stable, well-used "feeding station".

Spread into the city

The regular presence of wildlife in urban areas causes public alarm, increases the risk of road accidents and requires costly capture, deterrence or relocation work borne by the body.

Wild boar

Verified effectiveness

The most problematic species in Italian peri-urban areas. The pushing force of the snout exceeds 150 kg in adults. The rigid perimeter enclosure and sealed compaction prevent access even for the largest and most determined specimens.

Wolf

Fox

Verified effectiveness

Present in almost every Italian urban context, the fox is skilled at exploiting even minimal openings. The Wizard system removes every accessible gap, making the bin unattractive at the scent level thanks to waste compaction.

Corvids

Verified effectiveness

Disposal hatches

The hatches block access to the waste. Animals are discouraged after access attempts both at the bottom and at the hatches themselves. Odours are contained even in the presence of wind or rain.

Openable only with a lock

The side doors are fitted with locks that provide optimal protection against animal access. Manual opening for operators remains simple and quick.

Anchorable on any surface

The enclosure must be anchored to the ground and can be installed on any type of surface and requirement — on both soft and hard ground — removing the risk of tipping by wild boar and bears.

Managing wildlife in urban areas is not just a matter of decor. It is a legal obligation with civil and criminal liability for the public body in the event of failure to prevent.

Law 157/1992

Framework law on wildlife

Wildlife is "the inalienable heritage of the State". Regions and municipalities are required to adopt preventive measures to limit the damage caused by wildlife, including that linked to access and the scattering of urban waste.

Implication for the municipality A duty of documented active prevention. Inaction exposes the body to liability for damage suffered by third parties (road accidents, damage to private property).
ISPRA 2024

Urbanised wolves protocol

The "Experimental Protocol for the Identification and Management of Urban and Habituated Wolves" (ISPRA, December 2024) explicitly indicates reducing access to urban waste as a priority prevention measure in municipalities within wolf presence areas.

Implication for the municipality Municipalities in wolf presence areas are required to adopt the measures set out in the protocol. Compliance must be documentable in the event of an inspection or dispute.
Supreme Court

Civil liability of the body

Established case law (Italian Supreme Court, Civil Div. III) recognises the liability of the public body for damage caused by wildlife when adequate prevention measures available on the market have not been adopted.

Implication for the municipality Equipping itself with certified wildlife-proofing systems constitutes proof of diligence and concretely reduces the risk of being ordered to pay damages.

Ancona — Wizard 2.0 Eco-Compactor

Two eco-compactors installed in Piazza Pertini in the centre of Ancona in partnership with AnconAmbiente S.p.A. The Wizard 2.0 system, with a closed perimeter enclosure and sealed compaction, eliminated the problems linked to local wildlife access. The 75% reduction in the exposed surface of waste removed the scent attraction that previously drew wildlife to the area.
